Nick Bolton 837bd3704b Option to static link libportal ahead of 0.8.x distribution (#7498)
* Dirty dirty hack so that beta testers can try Wayland on server ahead of libportal 0.8.x distribution

* Install deps for subprojects that are added with --meson-no-system

* Use `RuntimeError`

* Remove `packagefiles` from `.gitignore`

* Add ignored packagefiles

* Improve comment

* Update ChangeLog
